The CAI (cold air intake) is marginally better, as it is delivering a cold charge of air from outside the car, whereas an open filter
(often referred to as a Short Ram) delivers an air charge of engine bay temperature, both are better than factory air boxes, but the difference is not night and day.
Typically, the CAI gives an improvement of 6-9 % and the Short Ram improve 3-7%.
These improvements vary car to car and are usually not noticeable at lower RPM but at higher RPM where breathing is more critical.
Build an enclosed box with a large pipe that leads to an unrestricted area at the front of the car at the highest point you can. Then connect a ram pod style air filted to the intake and place it inside the box. Best of both worlds.
