Individual throttle bodies allow for better air/fuel flow as they remove curves and dead areas from inlets.
With a decent ECU and fuel injection metering then you can get smoother running and more power.

i heard they're not streetable cuz they give really bad emissions at the low end

Yeah some cars use exhaist gas recirculation to get within emissions limits.
WIth ITBs then you can't do that ( well not without a LOT of crazy plumbing that would negate all the advantages )
BUT, it is not a guaranteed failure ie bikes have and continue to do it this way for decades

They also help throttle response. If you're worried about emissions, they are also louder than normal.
