A local radio station reported a $100 million euro fine and loss of constructor points, but not driver points...

not exactly a "fair" decision from punishment stand point, but probably the best compromise in not completely ruin the championship...

interestingly McLaren has been found guilty of espionage, the constructor gets punished...all well, but one of the drivers may become world champion with a car that may have made use of the spy material.....

It think it was more of an economic decision... Kicking out the actual leader would harm the (little) competition there is in the championship, which would drive TV ratings down, which means less money for the FOM, which means less money for the teams... which would harm Ferrari again...
Now, who get's the 100 million? Bernie and his friends? Is it divided among the teams? Ferrari as compensation?
It's money, always money that drives decisions in F1. I'm positive for example Honda (without sponsors or option for the tittle), would have gotten the two year suspension.
