    e-brake stands for emergency brake . Which is what your handbrake in theory is. Altough I would absolutely never think of pulling my handbrake in an emergency.

    Ive never pulled mine on regular pavement but in the snow in parking yes I do.

    When your normal brakes aren't working you are suppose to apply the brake gently to slow you down. HOWEVER I don't recomend you do this if the car is turning or moving in any direction, including forwards unless you are ready to spin everywhere.
