I don't always agree with the way he presents his view, but for the most part he was correct in that torque by itself is useless as measure of vehicle performance, specifically acceleration and speed.
To measure these quantities using torque you also need to know what speed (i.e. RPM, gearing, tire size, etc) the torque is generated at. Since, it can be cumbersome to try to deal with multiple parameter simultaneously someone one came up with a way to combine all these parameters into one, and it was called it...
