Like its predecessor, it was based on the Turbo version of the 993-generation of the Porsche 911. In production for a single year only, as Porsche shifted to the next generation 911, Ruf only built 18 examples of the Turbo R, including one Cabriolet.

Just about every major component of the base car was improved at Ruf's Pfaffenhausen facility. The flat-six, twin-turbo engine was reworked extensively, which saw the power increase from 402 bhp to 490 bhp. To cope with the extra horses, the suspension was stiffened and bigger brakes were fitted. A relatively subtle bodykit was installed, while the inside was finished to the customer's particular demands. Among the options was a full roll-cage.

Officially registered as a Ruf with matching chassis number, the Turbo R was capable of accelerating to 100 km/h in 3.6 seconds and had a top speed of 329 km/h. As a tribute to the original run of 18 Turbo Rs, Ruf introduced the Turbo R Limited in 2016. This was again based on the 993-generation 911 but had a further reworked engine and came with rear-wheel drive as standard.
