Don't think so, but I did buy every wheel available before completing it, so it is possible you need to do this.

You definitely don't need to buy every car though. From the sounds of it, you are missing a gold license, time attack or race, that is really all you need to do to get 100%.

Someone said about a dragmode, there is a drag mode on Segagt 2002, i think that is the name of it here i got some pics:

that is for xbox, well i got it for xbox, that game has a drag mode very cool aswell, i just bought the skyline and i think that was enough power i was scared to buy anything else lol
