And look at the CART greats who went to F1 and got smoked. Michael Andretti looked awful. Alex Zanardi was a basket case in F1, dominated CART then went back to F1 and was a basket case again. The difference in the skill levels between F1 and *any* other racing endeavour is astonishing.

because F1 drivers are rather pathetic on dirt, and countless times ive heard F1 drivers praise rally drivers for their skill.
though im sure rally drivers sing the same tune to their circut counterparts.

I think what gives F1 drivers the upper hand over CART drivers is the extra involvement needed with the engineer's. Now that might benefit some people like Schumacher or Webber who are constantly looking for more, or it might be a disadvantage for guys like Villeneuve just to name one, who seems to want a fast car on Sunday without doing anything on Friday and Saturday.

There might also be more money in the F1 than in the CART. And F1 probably more popular (at least in Europe...).

and as far as i remember CART cars has slicks, and they're forbidden in f1. im not sure about it but CART are racing only in Northern America, whereas F1 are placed all over the world

Wheras the Olympics and Football World Cups draw huge crowds every four years, F1 draws that many spectators every two weeks of every year.

Racing requires an ability to place a car precielsy in the required place lap after lap adn to eek fractions of a second out of lap times and THEN lpan a strategy for overtaking ( or blocking )
rallying requres more on the sport decisions in driving ( though less with good notes adn even less now that WRC uses the same stages more than once ) but doens't need the accuracy of placement. This is changing as more WRC events become over well know stages , run multiple times and less "unknowns".
Few manage the cross-over EITHER way and some fall behind as the sport changes. This is my belief in the decline of McRae, as a raw rally driver he is best suited to the unknown and the rough, the more WRC became like spring races the less he was abel to apply his skill and the more he had to 'train".
