The guy commited a crime and the judicial system should be called into action. Your idea of justice seems to be by commiting a revenge crime on him, thus making yourself just as much of a low-life as him. If he isn't "hardcore" like you suggest, then if you put a brick through his window he'll probably just call the cops on you and, frankly, you'd deserve it.

Stolen property. It'll go on their record, and they could be on probation, which would screw them even more. Better yet, they could drug test them or check them for possession of drugs.
