Up here, DRL's are mandatory for every new car since 1992. They're there for safety reasons, and it's illegal to remove them if they were factory installed.

The worst kind of drivers to me are those who cannot make up their mind and hit their brakes then go forward then hit the brakes again and continue to do this until you want to scream.Also those who don't turn their blinker on.

I also can't stand it when people don't turn off the blinker...
Another of my pet peeves is when people come to almost a dead stop in order to turn, seems it's just to inconvenience others.

I do not mind driving lights during the day, that is fine (and a legal requirement in many European countries). What I do mind are fog lights. Especially the rear ones are a pain. Imagine being stuck behind someone using them for five minutes or so, your eyes hurt like hell. It is banned to use them in cases of normal visibility but the likelihood of being fined for it is between slim and remote.
Since you have to drive with the lights on at all times in most of the countries I regularly travel through and since I do it elsewhere too, I kind of like the day running lights

people with AWD who will tailgate you in an ice storm because they think they can drive faster than you. AWD is great for rain and snow, but nothing is going to help you when the entire road is frozen solid. i guess they don't understand that it doesn't matter how many wheels are driving if none of them actually have traction...
people who drive like idiots.Or people who take one hand off the wheel to do something else (namely cell phones). This is kinda irrevelent but i saw a woman motorcyclist without proper gear on listening to her ipod while riding.
