What I mean is that should be able to do it if can justify their actions on a societal basis, without risking any potential harm to anyone but themselves. Just like going to a bar; if someone wants to go out and have a beer, play some pool, and catch a bus home, there's absolutely nothing wrong with that. If they want to have a few beers and drive home drunk, that's completely unjustifiable. The same goes for other substances. Mind you, many substances are completely unjustifiable (for various reasons) regardless of the user or "purpose".
