My cousin has a 954RR, and was claiming it was able to hit about 220-225, and was telling me it was doing about 170 or so in 4th gear. I smell BS. He says all it has is a pipe and it's geared up. Think that it's possible?

Unless it has a stupid amount of bhp, but then it's likely to have fun spinning its wheels.
220 is pretty crazy and unless it's race prepped I don't think it's possible, not to mention on public roads.

I found this on You Tube, it's a Hayabusa clcoking at least 220mph, but you should see how quick the dial goes round when he brings the front wheel down.... at 140mph.

The first video I saw of his was him tearing up and down an airfield which I thought was cool, but then doing it on the road and weaving through traffic, especially on a bike that he can barely keep the front wheel on the ground, that's just plain old idiocy.
