If the owner offered me the car, I just might hold it against him that his carfax report didnt come in clean. I guess we could settle at a reasonable $400,000

300 units, is the number VW had to make to break even. Last i heard, they haven't reach that sort of number.

I read that they were losing money on each car sold, so I don't think they will break even ever with it. To do so they should charge €5,000,000 for every car...

I'm happy the owner was not seriously injured.

Has a Bugatti Veyron ever been driven at over 400km/ph (or approxinmately 260 miles per hour)? I would assume the answer to that question is yes.

Something interesting from that bit on TG, you can see how Veyron is actually capable of higher speed than 407kmh, it's still a few hundred rpm short of the redline.

To move forwards, a car needs to overcome the forces of friction between the road surface and the tyres, and drag induced by the air the car is moving through.

If the combined sum of those forces is greater than the force the engine is capable of imparting, (power = force x speed) then the car will be unable to accelerate further.

In the case of a vehicle's top speed being limited by aerodynamic forces (at 400km/h the friction is small by comparison) then the top speed is obviously achieved at the peak power output of the engine, wherever that point may lie in the rev range.
