Start by having a look shelters for abandoned dogs. Many times there are lots of pure breed puppys left there, just because their owners were irresponsible enough to let them be born without having owners for them. There's a great chance of saving a dog and getting a Boxer for free.
Money can't buy you friends, but you do get a better class of enemy.

dieren asiels are the places where people bring pets that are surplus to requirements, they can be found in any major town

You might want to have a look in the "Gouden Gids". It's the yellow pages but then in Dutch.. They probably have it at the desk of your hotel..

With the political situation in country in a crisis, if you're going to get a pet be sure you can take him/her with you if you have to evacuate, because in war zones, pets are often left behind, the poor things, and its not fair. so make sure to get a cute enough dog that your uncle won't relegate it to the class of 'belongings' that he won't be taking with him incase he has to leave in hurry,

a cute dog can be taken anywhere
