Controlling progress and focusing development. IMO the problem that made GrpB unsafe was that they were developing the engines and making them so powerful so quickly they couldn't develop the chassis' and AWD systems quickly to make them safely drivable, so you had 600hp cars that started life as 3-400hp cars. By making the GrpS set at, and designed with, 600hp, they'd have been safer. For example, the big powerful GrpB Audi's couldn't even use their handbrakes because the AWD system was too simple to deal with it being pulled, but they pushed the power up and up and up.

Exactly. And with regulations as free as the Group S things would have probably gotten worse. Group A was very probably the right thing to do at the time.
