I have been through this road before, from experience I can tell that:
Do not cut springs, car will bottom out in the middle of the corners and suspension will be totally off.
Do not use clamps on your springs, they will move around so it will eventually be a mess.
Do not weld your springs turns together, they will snap like doritos.
Do if you got cash - New springs and shocks, coilovers preferably.
Do if on a budget - Get lowered progressive springs. They will be "soft" initially and then harden up as the they compress. There's a chance you will blow your shocks too, but I think much less than form cuting.
About wheels, a rule of thumb is 2" up max, but it varies from car to car. Of course the speedometer will be off, but they aren't that accurate to start off. Besides you could go 2" up and still have the same cirumference if you lower the sidewall height enough. The main issue here is to watch the weight change, larger wheels usually mean heavier wheels, and that weight hurts your acceleration.

You might want to be careful about potholes if you go with bigger tires. Super low profile tires are dangerous because they might blow out when you go over potholes.
I lowered my Falcon 2 inches, It took 2.5 hours to do the job, that cost me $400au in parts, had to replace the rear shocks because the standard stroke was to long and would punch the shock through the parcel shelf. Its an easy job to do if you have the tools, just be careful when you use spring compressors because if they slip you will be in a world of pain. I already have 17 inch wheels, so now it looks fat.
