I reckon BMW are just taking the piss and waiting to see how many teams do the CFD and wind tunnel on the idea Wastes valuable time and resources

Though this raises an interesting question, how high do those thing have to be before FIA considers it like those vertical fins BMW ran in 06 and obstruct driver vision....

Depends if the FIA actually put out bodywork restrictions there or just threw the "safety" card out with BMW's previous attempt.

One thing I can see this being better is this sure looks more structural than the twin-tower on the front bulkhead in 06, but it also looks like it might actually block out more of driver's vision....

Well the team would argue that just like what they used before, when the drivers are all hyped up on adrenaline during the race they cant see all these appendages. Makes you wonder how they see the mirrors though.

Its all about redirecting the airflow. The front wing, rear wing and diffuser are still basically the only things producing the downforce. All these winglets are simply redirecting more airflow towards them, airflow towards the radiators or airflow away from the wheels.
