    Is there any technical differences, or is it just some new badging, new wheels etc.??

    Nothing mechanical.
    New wheels, exclusive colour and interior colour, different front and rear light details, different instrument cluster, chrome badges, 350 only.

    Best rims you will ever see, but why no more horsepower? they could at least do it up to 250 or something.

    maybe put the caprice's exhaust on it, make it good for 245kw

    These type on "specials" are really just marketing exercises. It would cost nothing in developement terms whereas modifying the Caprice exhaust probably would (although its a good idea). If you really want more hp spend a couple of grand on a proper aftermarket exhaust and headers, an SS intake and a K&N filter. Or $20000 on a HSV.
