Aftermarket chip companies can make multi-map chips. You can drive around all day in a 93/94 program, then go to the strip on Saturday, and change to 100+ octane programming. Most companies use the cruise control stalk or a series of radio controls. And some include a 'valet' setting, which will set a low rev limiter for trips to the dealer or upscale restaurants. So it's very plausible that it'd be streetable.
