What the hell are you on about Fleet?
I am singularly unimpressed by the fact that the few governments brave enough to fly in the face of popular global opinion, and the troops being sent to do the actual invading, killing and risk taking are bluntly dismissed by the phrase "and to a lesser extent".

repair the infrastructure. if u send repair crews in they probably won't be shot at if the iraqi's know they're trying to repair the damage

maybe put iraqi's back in administrative positions, organise an iraqi police force? iraqi citizens will probably find it easier to deal with fellow countrymen than coalition soldiers. the coalition will advise and train/organise the police/administration, but the iraqi on the street will only have to deal with fellow iraqis.
the iraqi police force are constantly being attacked by car bombs..
i think that scares alot of poeple away from the job.

im not to sure actually, because what ever is sugested there will be major draw backs.
more troops = more deaths
and we cant just let them fend for themselves..
