You can't compare... Every country has its own type of beer and every country has its own taste. If you compare, for example, the German beer to the Czech beer you will taste a big difference. There's a different use from ingredients, serving temperature (British beer is not really cold served, Dutch beer is almost chilling cold served) etc etc.
And, everybody has his or hers own taste of course...

One vote for the czechs, besides our own of course. If I had to choose one brand, this sticked with me in store today ;
Two full crates of Heineken in the back give me better handling and higher topspeed in the tunnels. We Dutch did pretty good to create multi-functional beer.

But seriously British ALE is not served cold because it isn't supposed to be.
Beer/Lager is served cold, but apparently not quite as cold as some other countries.
Belgium wins, anyway.

Like Jorismo said, every country has it's own thing with brews. Obviously, microbrews would take the cake, but I don't really have a favorite country for beer.
My favorite mass produced beers are Becks, Guinness Draught, Pilsner Urquell, Samuel Adams, and Stella Artois, so that covers Ireland, Germany, Belgium, the U.S., and the Czech Republic.
EDIT: Heineken = no. Tastes skunked as hell.
