I think I may have to eat my words. I did some research (okay, I typed "matatag la republica" into Google) and I now think the plates are probably from the Philippines, which would make sense given their proximity to Thailand.By the looks of the license plate in the second group of pictures, I'd guess Latin America.
Then I tried "License plate matatag" and the first result was for the "The Land Transportation Office of the Philippines," and they had pictures and descriptions, and it is definitely the Philippines, but the slogan is actually "Matatag na republika."
