Porsche entered LMP2 first of all to earn money. They developed a customer/client vehicle and to make sure it would win they include massive factory support to any privateer who buys the car. It is a sure winner, but costs 2 to 3 times as much as say a Zytek or a Lola.
Furthermore they studied the current rulebook and concluded that diesel advantages are too great in LMP1 and unwilling to field a diesel they decided to go for LMP2. Besides that an LMP1 factory would cost money and would not bring returns. Porsche does not really need additional exposure to sell their vehicles. It amy change now that the Cayenne will be fitted with an Audi V6 diesel, and according to the rules an LMP2 car be fitted with a 4.2 liter production based diesel engine, which actually sits on the Audi shelf.

I think the simple answer is "Audi." Porsche and VAG have always enjoyed a close partnership, and in 1999 Audi began racing the R8. At that point Porsche withdrew it's new sports-prototype and instead began to concentrate more on GT level racing. The sports-prototype went on to be developed into the Carrera GT, and Audi went on to dominate Le Mans at the slowest average pace in years with virtually no competition. Until Audi either withdraws from LMP1, or the working relationship between Audi and Porsche goes south (Which it might to some extent over the botched buy-out attempt) I don't think you'll see a top level Porsche racing effort. Still, the RS spyder is very impressive, and able to match the LMP1 cars on occasion. It certainly has earned its legendary title.

why not step up to LMP1? I'm not impressed by the 2008 Le Mans win.
